New Balboa pack voltage issues

Hi there

New to the forums. Thank you all for any help in advance.

I just wired a new Balboa SV pack and I'm having issues. Previous controller blew and it's about a 20 year old spa do I just decided to get a new pack.

The spa pack is not turning on at all. Nothing on the topside. I don't know if this is normal but the only thing I can see is when I use my voltmeter at the pack itself. Red to white shows 240V and black to white is 0V. White to green shows 120V. There is continuity between the white and black wires which is odd but when I called the store I bought it from they said it's normal. I know my circuit breaker and wiring there is functioning normally.

Any thoughts?

Thank you all.
