Skimmer Not Skimming

My skimmer has plenty of suction for vacuuming but fails to skim anything. Any ideas on the cause of the problem and ideas on fixing the problem?

Either a missing flapper or it is stuck in the down position instead of the top edge floating.

Or, the water level may be too high.

Is it a flap that acts like a door or is it a flap that slids down, both have foam inserts and if these are missing it doesn't work right. If everything is as it should be then you might have too much water in your pool.

The pool is 16x32 with double flows on the same side as skimmer. The flow pattern is suppose to push debris to the middle and then be sucked in by skimmer. We have adjusted the flow nozzles to no avail. It used to work quite well.

I take it you have two valve at the pool pump, one for the sump at the lowest point in the pool to catch the dirt at the bottom of the pool and the other for the skimmer/s. The valves shouldn't be opened to the same level, i.e. more flow should be going to the skimmer/s as most of the dirt sits on the surface, you will then have a valve inside each skimmer bowl which again can be adjusted to increase or decrease the flow of water. Check these things too.
