Does this mean my thermostat is broken?

Your tub is probably running as it should. Tubs can't cool themselves so if it's hot outside, it will eventually cause the temp to rise in your tub. Drain some water out and replace it with cold from your hose until you get under 100 and see if it starts to heat. If the unit shuts down after getting back to 102 it's fine.

How do you know the tub is 104 and not 102?  Are you using an accurate thermometer or just going by the control panel?

Temp sensors are fairly accurate, but +/1 one degree is not a problem.  Changing the temp sensor may or may not make it more accurate.

Summer sun and heat can definitely cause the tub to heat.  If you have a blower (bubbler), run it in the evening when the air temperature drops, it should cool the water a bit.
