Help: Igp In Very Poor Condition

Hi Everyone,

I apologize in advance for all the questions ... I recently purchased a home with an IGP 18 x 36 T shape design. This pool has not been opened in over 3 years and the overall condition is poor. After trying to clean all of the old dirt and dried silicone from the filter and pump unions, I opened the pool yesterday. There are two major problems that I can see, and was curious if someone can provide recommendations:

Pool Has 1/2" of Mud on the bottom of the entire pool ... I'm looking to rent a stand-alone vacuum system to avoid putting additional stress on the filter/pump. Does anyone know if people rent these? Someone recommended vacuuming the pool with the multi-pot on waste and putting a stocking over the filter basket ... Can anyone provide their thoughts on this?

The vinyl liner is sagging in many locations. There appears to be two liners and I can see the second liner has slipped out of the liner track. Is there any way of stretching the liner back to the track? I read about using boiling water or a heat gun .... Any thoughts on this?

Finally, there is a descent sized tear in the liner that I patched. I want to put another patch over the existing one that matches my liner. Can someone recommend liner patch adhesive?
