Old Morgan spa not heating

Is this spa new to you and just hooked up?

I have questions about your incoming power wires.

You have the black (hot) Line 1 at top.. this is correct. Then you have a copper ground wire where it should be a white Neutral wire. Then you have a skimpy red wire that should be a copper ground wire and at bottom you have a white wire in line 2 which should be a red (hot) wire. 

Why is the red wire a different size/gauge?

Is there a GFCI in line somewhere in this set up?

Still you have a copper ground wire where the neutral should be. Look at the schematic.

I am using the copper wire as the neutral wire, I live out in the country and don’t have any codes the follow so I know I need to run a 8 gauge stranded wire to replace the neutral but I am trying to figure out if the spa is worth my trouble to fix or if I just need to get another one, right now I think my problem is the top control panel is not telling the spa pack to heat as it lets me set the temperature but reads 32* when the water temperature is around 60*

Not on the panel... on the circuit board. 

If you have correct incoming 240V power to the board and there are no error codes on the topside display or a red led lit on the circuit board then you likely have a blown heater relay. Remove the board and look on the back for burnt or darkened areas at the relays. Relays can be replaced but require the right soldering tools and knowledge of how to use them. I take mine to a local electronics repair shop and I have them replace all the relays on the board to freshen it up.

Testing incoming power: Red line 1 to black line 2 = 240V Please verify.

If you can't find a local shop to replace the relays and can't DIY I recommend replacing the control system with a Balboa pack, topside and pump wires. The board you currently have might be hard to find and might be expensive.
