Gecko in.xe-5 controller swap

I have a garden leisure hot tub that slowly lost heat.  It would hold for a couple of weeks and then drop a degree or 2 and then hold again.  Pumps work, spa is set to 104 but water temp won't heat up.  Had a tech check the tub out and diagnosed the controller was bad.  Purchased a new gecko in.xe-5 from hot tub outpost and swapped it.  I have no power going to anything.  I have power to the three fuses beyond the 220 hookup so I have power going through to the tub.  Not sure what to do next.
