1991 Coleman horizon 400 heater problem

I have inherited a Coleman horizon 400 hot tub that had two separate handy men work on it. They got nothing. I have got everything going... pumps, lights, bubbler, everything except the heater. I removed it and wired it directly to the breaker which I turned on for about four seconds to see if it would get warm, which it did. I put it back in and wired it to the diagram’s specifications. Ohmmeter was used to check all fuses and both legs of 120. All good. Bought new pressure relief sensor. Still nada. Any ideas?

Disconnect the heater from the board and test for 240V coming off the board. If you have 240V off the board then replace the heater if you do not get 240 v off the board then you have other issues but lets start there. Also remove the filters until you find the issue. Take them out of the equation all together.
