That's right. In order to kill pathogens quickly enough, the concentration of hydrogen peroxide would have to be so high as to significantly irritate skin and oxidize things you didn't want it to. At the level used in pool or spa water, it is a reasonable oxidizer for bather waste, but does not kill pathogens quickly enough. Even in Baqua/PHMB/biguanide systems for sanitation that use hydrogen peroxide as an oxidizer, there is often the problem of white water mold which is a problem virtually never seen in chlorine or bromine sanitized pools and spas.
