Clearwater Pebble Beach Circulation Pump Down

Recently discovered the my circulation pump on my Pebble Beach had stopped. This is a 24/7 pump. I opened the control panel to check fuses and found what appears to be a wire that overheated near the 30A fuses.

The control is a Balboa EL 2000 TC Mach III

Please see this picture for specifics.

Looking for ideas on what may have happened.
