Used Caldera Martinique. Please Help

Hello all, I just picked up a Martinique and the jet pumps aren't working. When I flip the breakers after about 5 seconds the control panel starts to click and the water temp shows on the display screen. The circulation pump starts, the blue light works(wont shut off), temp goes up and down. When I hit the (jet 1 or 2) buttons on the control panel the screen display of water moving comes on, I hear relays clicking, a little RED light turns on in the circuit board but no water movement? I've quadruple checked my wiring. I've unplugged both jet pumps wiring at the circuit board and wired them directly to 120V and both of them work. I've taken the circuit board out and there isn't anything burnt. No plastic smells either. The seriel number of the spa is (MRA3G1310). Has anyone seen this before? Thanks for all help!!!!!!!!!
