Would it improve the thermal efficiency to have the air vents closed when covered and not in use. Mine draws some air through the jets when the pump is on low and heating or filtering if vents open, thus it is drawing the warm air out of the cabinet and drawing cold air into replace?

For spas using a circ pump this doesn't matter but for people who own spas that use a 2-speed pump for filtering I always tell them to turn the air valves off between uses for teh exact reason you are mentioning.

YES, turn them off. Air that's introduced into the spa has to escape from under the cover... into the atmosphere, carrying heat away with it.
