Sensor b fault Clearwater spa/balboa

Just moved into a new house. We have the spa in the back yard. I filled it up and turned on the power and nothing happens. Has a sensor b fault. Tested both heaters sensors A and B. Both have 51.7 ohms. Swapped sensors and still the same fault code when turning on.  Maybe he needs a new circuit board? Any other diagnostic tips I can test?
