Jets not working after replacing control head

Hey guys! Just got finished redoing an older 1998 hot spring sovereign. Redid the iq2020 board and control head along with the aux panel. It powers up and it heated nicely. Everything on both the main and aux panels works, lights included. I can set the temp and engage the jets. The issue is that you can hear the solenoid kick in when you engage the jets and the word “jets” with the symbol shows on the display but the actual jets won’t fire. Basically the control head thinks it’s sending signal to them but it’s not engaging. No airlock. Did I just tighten the screws too much or is the pump in need of replacement? Any thoughts? Thanks I’m advance
