Circuit board fried

Have you replaced the heater? It could be failing causing a short.  Allowing too much electricity to flow through that spot on the board until it shorts out.

 

If I were you, I'd be looking at all the wiring down-line from that control board.  Check to see if anything has eaten away at the plastic around the wiring, or test the heater to ensure it is running the proper voltage and amperage draw.

Although truth be told, I'm no expert in spas so in reality I personally wouldn't take chances with something running high voltage 24/7.  I'd hire a spa technician to test everything and figure out whats causing your shorting issue.
