Bullfrog Model 70 2003 Model

I have inherited a spa from the inlaws in hopes that I can figure out whats wrong with it without spending too much dough on it.

I have voltage to the main board but no operation, no lights or activity in the touch pad up top. I can hear a slight hum which I think tells me the small transformer is powered up. I have tested all the small glass fuses and all test good.

I have various voltages through out the board.

I would like to know if there is a way to "jumper" around the touch pad control up top to either rule it as a problem or verifiy that it is working properly.

I have a good understanding of control boards and their operation what I am looking for is a way to pinpoint the problem without just throwing parts at it until it works.

Basically, you can unhook the control pad (and auxillary pump contols if equipped) and the spa should startup and run all by itself. If it does not, then you probably have a board issue. Here is the replacement BULF70 board:
