Jets Not Coming On!

OK I have been trying to get a new hottub set up for a week or so now.. after dealing with a few leaks that werent mentioned when I bougth the tub.. (guess that comes with buying used  ) I notice that the jets arent coming on. The pump is working well. There are 3 knobs to control the valves to allow water to flow through all the jets. Only one valve is doing anything. It is activating a huge jet in the middle that looks to kee the water flowing through the tub. The other 2 do nothing. There are several jets throughout the tub and none of those are coming on at all. There are only a couple that are working and some that are barely coming on.

There is so much insulation underneith that it is very hard to navigate the tub. My best guess is that the lines are clogged for w/e reason.. The tub has sat for a few months at least. I am not sure if there is something I can plunge? Or is there an area I can start with to get the jets working? Could there be air in teh lines??? There is a clear line with a cap on it that is coming from the tub near the filter/pump area.. there isnt any water in it I am not sure if that means anything.

I was able to get 2 of the bigger ones to come on by twisting them.. all the little ones surrounding the bigger jets are still not coming on at all.

Sounds like the exact same problem i am having. If you just filled the tub, it sounds like it could be airlock. Serach here for how to get rid of it. i think you can just open a bleeder valve, or pump union if the valve isn't available.
