Pool And Pool Apron Repair

I have an old (30+ yrs) inground pool, 16x32, vinyl-lined pool with concrete retaining walls and a concrete apron. In the fall, I got a contractor to start work on an overlay on the apron (the liner was hanging perfectly and in good shape). Work was abandoned in the winter, contractor now out of business, and entire pool situation is a mess. Due to sloppy application of patch material on apron, coping is slightly mis-aligned in places, liner came out, liner ripped in corners. Water/snow got in behind liner, causing some damage to what is visible of retaining wall. One problem I now have is a "the chicken or the egg" situation. Pool liner replacement people won't come out to assess the problem until I put a deposit on the liner, and only then will I know if the coping needs to be ripped out, which means total replacement of the concrete blocks. Meantime, I'm having concrete contractors out to bid on the overlay work...which would be senseless to do if the concrete will have to be replaced! I can't seem to find ONE person who will come, assess the entire situation, tell me what the various problems are and in which order they should be addressed! Can someone tell me under which heading should I look in the yellow pages, and if they know of someone who does this kind of work in the Dayton, OH area?
