With a freshly re-filled tub using 6° water the IC mode for my Balboa Spa pack is activated and the blower seems to run continuously. As DIP switch 10 is set to on, low amperage mode, no heater with blower running, the heater won't come on to heat the water and thus get rid of the IC mode.
