Softub ground fault help

Hi all,

 

Would really appreciate some help. My 2008 Softub has an inline GFCI that is tripping immediately when it is plugged in. Assuming that it might be the issue, I replaced the inline GFCI with a new one. Still no luck. I took a look at the motherboard, and I can see that Softub designed the ground wire of the motor to be overlapping with the ground wire of the power cord (this is called bonding, I think?)

 

If I separate these two ground wires, the tub will continue to run successfully. If I touch the two wires together, the GFCI trips. What can I learn from this happening? I assume there is a ground fault occurring, but is it my motor? Or my power cord? edit: The white wire coming from the motor appears burnt

I assume having these two wires separated is not safe and am not currently using the tub.
