Spa Tripping Circuit Breaker

Hi.

Recently our spa was emptied and then refilled. Unfortunately the "filler" didnt turn the drain tap off again. Therefore the spa ran dry until it blew the earth leakage circuit breaker. I am fairly certain from the noise that it blew on short-circuit rather than over-current or earth leakage, but not 100% sure. Aside from the noise the other clue to that was that the circuit breaker trip almost immediately after being plugged in a subsequent time.

The element tested to be OK, somewhere around the 40Ohm mark which makes me think its the motor. The motor is two speed. both windings tested 2.6Ohm to neutral and short circuit to each other. I dont know much about what to expect in terms of readings for this, but this feels a bit low. The motor is 5.7A 220V.

I would appreciate any advice here.
