Once you start painting you're committing yourself to a once every 2 or 3 year maintenance chore and may not get the look you want. I've heard contractors state flatly that they would never recommend painting. New plaster is a lot more money but will last a very long time if applied well. If you're absolutely sure about painting use a good epoxy paint (lesser paint will be gone in a season) and rely on expert advice for preparation. Sorry -- I'm not the source for this expert advice.
