Does anyone know if cranking up the FC will break down biofilms? And if so, to what level of FC is necessary?

The answer depends on how well-established and built-up they are. The key is to maintain an appropriate Free Chlorine (FC) level relative to the Cyanuric Acid (CYA) level so that the bacteria are killed before they can build up substantial biofilms in the first place.

A heavy decontamination procedure that gets to 100 ppm will usually remove most biofilms, but if you suspect something specifically then you could use Spa System Flush to more specifically remove the biofilms.
