Should The Heater Be Hot To The Touch/help

I have a Sundance older spa.. we have replaced parts and got new parts etc..

now we do have flow...it say on panel.. although jets are not working.. maybe ice

but when we put the heater on the heater tub is hot to the touch..is this normal?? I just don't want to burn out another one! thanks

Can you verify the flow in any way: visually see water being disturbed in the tub?

Is the tub heating?
