Hello, as someone who owns one of these spa's and has replaced several boards over the years, I see the issue in your pic included at the very top. Your positive (black) wire for the pump is plugged into the wrong spot. This will prevent the spa from powering on as the controls won't work if it's hooked up incorrectly. I've edited your pic that you included to show which wire needs to go to which post. I've circled them in red. I also don't see the top control panel plugged into the board. It should plug in right below your sensor module plug on the bottom right of the board. It uses the RJ45 jack and looks like an ethernet cord.
