Starting Problem - Cal Coast Spa

we have an older cal coast spa.

pump 1 is 2 speed, and won't start on low, just hums. it will start on high speed, and then will continue to run when switched to low. we have replaced the capacitor located on the outside of the motor, and this doesn't fix the problem.

any ideas on what is happening? we have been running it this way, but is sure a nuisance.
