Balboa bp7 pump 1 button shuts off circulation pump causing heater to overheat

I’m not sure if it’s a programming issue or not. With the circulation pump running and the spa heating up if you turn on pump one the circulation  pump shuts off but the heater stays on and then you get “heater may be dry” error. Pump 2 has no effect on circulation pump at all. I unplugged the pump one from the circuit board then when I hit the pump one button on the top side control everything is fine. I also switched pumps one and two on circuitboard same affect. I’m at a loss. If anyone has experience on programming the Systems please help
