Leak Or Pour I Should Say

Hey hottub experts!

So I moved into a home with a badly maintained hottub. Had a professional come out to clean and drain the hottub as much as possible. Some minor leaks were fixed (the hottub would slowly drain), and the Balboa topside was replaced (the temperature buttons weren't working). Followed the beginners/bromine guide here and got everything balanced.

However, I didn't realize this issue until we were actually using the hottub. Whenever numerous people are in the hottub we can hear water pouring out from under the hottub. When I hand push water through the filter when people are in the tub I can hear it sloshing out from underneath. So it's definitely connected to the filter. When we get out the water level is sometimes more than 3-4 inches lower. Any idea what the problem could be, if it's something I could fix, or if I need to call a professional to come out again?

Some spas have a hole or relief valve at the top of the skimmer, or instead of having air dials simply have open tubes at the top of the water line that will leak if the pump is off and the water level is high. The relief valve at the top of the skimmer is typically just a rubber flap, and it often degrades and falls off, leaving a hole. The purpose of it is to prevent someone from getting stuck to the skimmer. (yes, this used to happen)
