Chlorine Compulsory.

There are no regulations regarding sanitation of residential pools or spas. You can soak in raw sewage if you like. There are regulations in every state for commercial and public pools and I believe all or nearly all require use of an EPA-approved disinfectant that passes EPA DIS/TSS-12. You can look at many state swimming pool codes via this link or do a Google search on "swimming pool (codes OR regulations)".

Chlorine is not the only EPA-approved disinfectant. One can instead use bromine or Baquacil/biguanide/PHMB. For spas, Nature2 combined with non-chlorine shock (MPS) is also approved though uses chlorine to initialize the Nature2 cartridge and then "as needed".
