    If there is v220 at the heater leads the relay is already closed...correct? No flash until its hooked to element, possible you were sold a bad element?

    set temp on topside will not allow a set point over 100 degrees. replaced topside thinking it was the trouble but new controller is the same. Bad board? Sorry Jacuzzi series 300 model 335
