When it rains, our pool fills up and overflows unless I backflush it. The previous owners of the house didn't maintain anything it's a headache. Is this for managing overflow? I think when the previous owner installed the pavers he cut it. Water doesn't flow through it like it might be clogged. I've tried snaking it without any progress.
