Tim varner

I am needing to ad weight to the backside of the pool steps leading into the pool to keep it from moving...but no holes to attach anything to...Can I drill holes to attach weighted pvc with concrete in them without compromising the steps strength,,It is very hard plastic...Any help out there ??? Pictures added...
