I am a hot tub owner and the vibration / hum of the motor is very real, especially for anyone sensitive to low frequency noise. If you ask your neighbors not to run theirs overnight, they should endeavor to figure out a way, as being woken up in the middle of the night by a sound source you cannot control is a special kind of hell. In our case, when we first got the tub the low frequency hum of the motor was especially oppressive - disconnecting the pump from the tub and then putting it all back together helped, and also experimenting with leaning different weights to place pressure on the motor to reduce the vibration. They also make soundproofing materials that may help. Good luck.
