My Hot Springs Vanguard is foaming even though the pH is in the good range. It's got the saltwater system too and is not producing chlorine. Any advice?

Hello, I have a Vanguard salt water hot tub by Hot Springs. I filled it for the first time about a week ago and when I test the water all of my levels are correct except chlorine. The tub is supposed to make its own chlorine, however, I am having to add some chlorine every day or the reading is 0 when it should be 3-5. Any tips to share with this first-time hot tub owner? Thanks in advance.
