Please help, heater making blinker sound

So it stays on the screen constantly as the heater clicks. -
So we are trying to start our hot tub after a couple of years of it being off. We filled it with water to prime it, we tried turning it on on the fuse panel. We get a code of the top screen panel saying “Pr” and the heater is making a clicking sound like a turn signal in a car. VS501 Balboa IMG_3394.MP4
