Hot tub scott

I am having the same issue with a spa with m class pack and hockey stick heater. We have replaced The pump The heater The flow switch Temp probe High limit probe Top side And BOARD itself Run the tub with the filters out. Same problem gets to temp and drops down won't heat again until reset. Someone please help
