I cant see anything stoppping it ... but i am confused as to why it doesnt cycle and at least try to do something...it just goes straight to ohh

Help !! I have what looks like a circa 2005 Pure Spa Tranquility Hot Tub. It has a Balbao GL2000 Metal box and a ML551 control panel The problem is it has a OHH Fault code ..... I have switched off and switched back on - I have emptied hot tub and refilled and switched back on Each time i switch on the control panel is as follows - 100 .... 118 ..... 15..... 1-3 then OHH I have tried pressing cool/warm - jets 1 - light - cool to see if it does anything but nadda !!! Would love some help here
