Hi, do you regularly ‘shock’ your water?

Hi, purchased a Lay-Z-Spa this week and set it up. We live in a soft water area so don’t think we have any problems with calcium. First time in and noticed a rough feeling on the bottom and sides. It moved when touched so wasn’t attached to the tub. Also noticed little white flakes floating that disappeared after 10 mins. Any ideas? PH was initially very low and TA too. Used increase to bring it up but TA does hasn’t shifted that much Any ideas appreciated... thanks
