Who is the best and most reasonable for resurfacing in Sebastian FL?

The title says it all. I want to find a reasonable resurfacing and have read that fiberglass or Gelcoat lasts a long time and the water chemistry is't as critical. Who does fiberglass/Gelcoat over concrete in Sebastian Florida.
