Would it be better if I use railroad ties?

I have a Maxx hot top seating 5-6 located at my upper deck. I would like to raise the tub for 8 inches for a better view. Is it strong enough to use 2 8x8x16 concrete blocks at the bottom of 9 evenly distributed locations to raise (total of 18 concrete blocks). Please advise. Thanks!
