Progress... if i take a 20v DC power supply and connect to the regulator at U13... i get 5 volts DC from the output of the regulator. The Red power light comes on for a second with a click.. then another click and its off.

Hello All, I have an emerald spa with a balboa 52014 control board with DS4R3 chip. I am getting a no boot situation on the logic board. I get 240v to the board itself and the voltage out of the transformer is showing 7v and 14v as i understand it should, but no red LED on the control board and nothing on the topside display itself. Fuses all seem to be okay. I tried to check the voltage to the 7805CT regulator but no reading. Maybe I checked it incorrectly... I also am not familiar with the circuit and could not find a schematic to check where its supply rail was coming from. If any one has some advice that would be awesome! thanks! *EDIT* both of the yellow 2A pcb fuses seem to have been blown. replaced.. still no power.
