Nemo16

I went out this morning to empty the skimmer baskets and noticed my pool was not circulating and the jets had nothing coming out. Went over to the pump/filter system (Hayward) and it was not doing anything. Checked breakers and turned them on and off a couple of times. Took the top off the basket emptied what little was in it and closed it back. I tried backwashing as well and nothing. There was almost full water sitting in the basket compartment. I took the hose and water was draining from there so I know it's not stopped up. What could be the problem? Also everytime I vacuum and turn the jets back on, sand blows out into my pool. This pump/filter system was totally rebuilt and has all new parts and has only been running approximately 2 months now.
