The spa was manufactured 2nd qtr 2009...are the bulvbs easy to replace? Is there a special tool required to remove the bulbs?

When I filled my tub up last night (it was empty for the summer) most of the lights were working, with the exception of 3 lights. 2 of these 3 lights would not come on and the third would be a different color then the rest of them...i.e. if all of the lights were blue the one light would be green. As well when I turned the lights off, the one that was the different color would stay on. Now one day after filling the tub none of the lights turn on. Does this sound like a controller problem? Is the part number of the controller 1178301-10? Thanks, Michael
