    yes, you can easily regel coat it or try and steam clean it, hot water will get almost any stain out! may have wait till spring.

    spray gel-coat in affected area or use hot boil water or steam clean.

    you say you need 25 yds poured? and a basketball count? plus you need a jack hammer? not sure i understand but OK?

    make sure you drain water out of the pipes so they don't freeze under the cold, it is good to get safety cover but that is up too you.
