High Limit Switch Tripping At Low Temp

I have a 20-year old Marquis spa. The high limit switch has been tripping at 98 degrees. The high limit switch was just replaced, so it should be operating properly. It trips even though the pump is continuously pumping. I have been having this and similar problems for a long time. I have replaced the thermostat, the pressure switch, one of the relays and the high limit switch. My repairman seems to have no idea what else to do. The water flow seems good, and I have run the spa without the filter to make sure a clogged filter was not the problem. Does anyone have any thoughts on what the problem might be or on what to try next?
