I'm rebuilding a 1996 Hotspring Sovereign. Don't ever do it. :)

In the manual it describes a "Jet selector handle" which is basically a topside control/diverter valve to operate groups of jets.

It also shows a picture of a very large jet, that is of course underwater, and has a large outer ring on it and calls this a "Jet stream diverter". The manual shows how you twist the outer ring left or right and it will operate other jets.  Turn it left and 2 jets come on, turn it right and 1 jet is active, and turn it to the center and this control jet itself is open.

So as I am trying to understand the pressure plumbing layout, is this jet truly is a 3-way valve?  A 3-way valve that operates by spinning the outer ring on the jet?  Keep in mind its huge - about 5" in diameter.  Does 1 pressure line come into it and 2 go out?

Part of what I am doing to this hot tub is simplifying the plumbing layout, so if this is a valve I may get rid of it.

I cannot turn the outer ring right now.  It seems to be frozen in place.  hence why I am asking.  I have never heard of a jet being used as a 3-way valve that is used to operate other jets...

It looks like Hotsprings decided not to include this "feature" in other years.  The 1997 Sovereign uses 1 topside control levers/diverter for jet selection.  And randomly looking at other hotspring years it looks like they moved to using 2 topside control levers instead of this combination.
