I have a Leisure Bay Genius G-2 Series Spa, and it will no longer heat.  The "heating" light will come on, and I can see the relay click in when it goes to heating.  However, when I measure the voltage between the heater terminals it is 0V, and they both measure 120 to neutral.  I know the heater is OK, because I moved the wire to another leg and was able to heat it up no problem.  There is a little darkening on the board, but I don't think this is the problem.  Does this sound like a relay could be bad?  It seems there are 2 involved, a heater on and high limit.  Or is it likely the board?  I have been looking and cannot find a replacement board.  Are the relays difficult to change out?  Any other thoughts?
