Help with DR error on balboa controller

I am installing a Balboa E2P-EL2000M3 with a ML700 panel. I keep getting a DR message after a few moments after the circ pump comes on. (At power up). I’ve read on this forum to remove the filters. No luck. I drained spa and hooked up the hose to inlet of controller and the DR message did not appear.  Obviously I can’t run spa like this. I have a brand new circ pump. And it does come on and circulates the water. Can I assume it’s the sensors that are causing this?  Any help will be appreciated. Since I’ve run out of ideas

Verify all below

There is Possibly a "Dry" (dr) Heater. Check for Water Level, Flow Restrictions, Closed Valves, Air Bubbles, and Pump Prime, or contact your Dealer or Service Organization.
Check for All of the following Conditions:
 Low Water Level.
 Blocked Suction Fitting.
 Blocked Skimmer.
 Dirty Filter.
 Too Many Closed Jets.
 Closed Slice Valve.
 Heat Related Pump Not Running.
 Heat Related Pump Not Primed.

I have hooked up my garden hose to inlet of controller/heater.  Then I turned on hose with some pretty good pressure.  The controller will not give the PR error with this configuration. Not sure if heater is heating water since it’s coming out of tap.  I have to empty spa intermittently because I’m filling spa constantly in this mode. Not sure what’s going on.  Is it a bad sensor or heating element?   
 

I verified all suggestions above is not the cause.

So something up stream from that entry point?... Stuck one way check valve? Blockage at the face of the filter related pup/circ. Check face of pump for debris blocking impeller from moving water.

I have checked for any blockage on both outlet and inlet, but I can’t explain why the hose from house hooked to inlet would cause error to go away. Is it possible I have bad sensors or a bad controller board?

Where are you hooking the hose to? are you placing it down the filter hole or to a drain fitting located just before the heater tube? When the pump related to the heater is running is there suction at the filter hole?

Found out what the problem is. I have an older spa with low flow plumbing. I can’t get any higher flow without replumbing. Currently 3/4 inch pipe. Need to go with at least 1 1/2 inch.
