I'm helping my sister with her Evolution Highlands spa that has a VS513Z spa pack. She noticed it suddenly has been running much more often than before. We messed with the filter settings and it is currently set on F2 in Economy mode. Below is the timelines of the past 24 hours:

5am - running on low in EC at the set temp of 101. 
10:58am - confirmed it was still running
11:48am - NOT running
5:20pm - started running again
10:20pm - went to bed still running
6am - still running
10:38am - still running
11:19am - NOT running

I've done a lot of googling and it seems a lot people mistake having the filter setting wrong, or in Standard mode, but that is not the case here. From what i've read, my plan is to reset the persistent memory with the J43 jumper. If that doesn't reset things, i'll look to replace the thermistor sensors on the heating element. If that doesn't work, looks like the only other option is to replace the board? 

The spa maintains temp at the set temp. We dropped it from 101 to 99 and it allowed the temp to drop to 99 yesterday. It doesn't appear to be constantly heating while the pump is running, just running the low pump 1 for an extended period of time, despite the filter setting at F2. Can anyone provide some advice as to anything else it might be, or recommend something different than above? Thanks in advance.

Not likely a circuit board issue.  Try running in standard mode.  This way, the hot tub will maintain temperature within a couple of degrees and the heater won't have to stay on as long i.e. in "economy" mode, the tub can loose several degrees of water temperature in between the filtration cycles so when it begins a filter cycle the heater will be on for a longer period of time to make up for the lost water temperature. 
If you set the filter cycle to F2 then reboot the system, the first two hour cycle should start five minutes after boot.  If you're in standard mode and the tub is up to temperature, the pump should shut off after two hours.

We had it on Standard mode, and was running continuously. So we switched it to Economy mode to see if it would at least turn off (which it has). I am waiting until 5:30ish today to see if it kicks on again (it's been off since around 11:20am). If it does, it seems like it might be filtering for a 6 hour period, despite it being set to F2. 

The tub isnt losing temp (more than 1 degree or so) while it has been off in Economy mode. And even if it was, it's my understanding that in economy mode the water only heats up for the duration of the filtration period, which in this case should be a max of 2 hours. 

I haven't had her log times in standard mode yet to see if it ever shuts off. Depending on whether it turns on at 5:30pm today (and we can confirm it is on a 6 hour filtration cycle), I will have her switch to standard mode to see if it ever shuts off.
