2008 sundance maxxus pumps 2 and 3 don't work

I recently purchased a 2008 sundance maxxus with a burnt board.  I replaced the board, T92 relay and did continuity tests on f1 f2 and f3 fuses. the led lights don't work and I have checked the fuse in that controller as well.  The radio also doesn't work and it is new.  I know pump 3 works because I attached it to the board in the pump 3 location and it powered up operating the jets on the other side of the tub as it should.  Regardless of which pump button I push on the control panel only pump 1 works.  when I push the pump 2,3 button when pump 1 is on it just kicks off pump 1.  No matter how many of these threads I search that have this issue no one completes them by stating what the issue was which will not happen on this one.  Any and all help us greatly appreciated in figuring this out.
