Need part identified

Does anyone know what this part on my jacuzzi is called? I’m not sure why it’s spraying water.

Water is backing up into the air control valves because one or more jets is obstructed, too many jets are turned off, or the jet body/internal is worn out.  If the jets are adjustable, turn the jet pump on then go around to each of the jets one at a time turning them off and back on and see if the leak goes away.
